task bar programs disappears from 2nd screen unless reset

So few months ago after an update the windows task bar on my 2nd screen stopped showing programs that i have open.I set my task bars to duplicate on both screens of all open programs.If i drag a program like chrome to my 2nd screen it would appear, if i drag it to my primary screen it would go away.Only way i can fix it is go to the settings turn off/ on the taskbar. Seems this only happens when i plug my HDMI cable back in after switching it from my work computer to my personal. Doesn't do this with my work laptop though.
