Task bar gone, task manager non-existent, windows related settings gone (administrator log in that lacks basic PC-funtions)

PC reset (with files and everything else removed) and installing windows locally, after reaching 100%, it started to set up the pc and while re-install/download windows, it stopped and there's a pop up that I either click "ok" or close the pop up, both would take me to a "administrator sign in" honestly, I'm too uneducated with these stuffs and I have absolutely no idea what to do now. Each time I start my pc, I get the "administrator sign in" that does not require passwords and once I'm in, my screen is missing task bar, windows related settings, task manager basically doesn't exist either.
