"Tap to set up device" not leading anywhere

Whenever I connect my headphones a popup appears and says "Add a device, tap to set up your ____". Upon tapping it, it just leads me to the bluetooth page with nothing else. Previously when I've done this a popup appeared asking me if i wanted to pair to it which I would accept, then I had to start minimizing the bluetooth window to see it, this time it just isn't showing up. I've tried removing the device but it keeps failing.
