Suddenly, I can't adjust my screen brightness or use my second monitor after restarting my computer.

I have already tried restarting again many times, tinkering with display settings, checking that drivers are fully up to date, and reinstalling Windows. What can I do to be able to change my brightness (currently stuck at minimum brightness) or use my second monitor again (currently showing 'no signal')?
