Stuck on ”You’re 100% there. Please keep your computer on.” After update

Hi,My Lenovo laptop is stuck on “100%” after an update, it’s been like this for over an hour now. I’ve tried a hard restart several times but it keeps getting stuck on the same notification. I’ve unplugged any HDMI cables that was connected to the laptop. I don’t understand how I boot it in safe mode. Online it says press the F8 key when booting up, but nothing happens. Lenovo offers an option to disrupt the normal startup to do diagnostics, but it doesn’t allow anything else. What can I do? I just need my laptop. Is this a Lenovo issue or a windows issue?
