Stuck on trying to reset my PC

Im trying to reset my pc but halfway through I always get the "There was a problem resetting your PC. No changes were made" Blue screen. Im unable to access the desktop and im stuck in advanced startup menu.I always could reset without a problem. This time when i tried it said i needed some recovery media. So i backed my system up on a pendrive and i was good to go. And then ran into the problem above. I have the pendrive connected, I also chose to download system from cloud (then why did i need the recovery media???). I have all important files on my external disk so i dont care if a solution
