Stuck on "Please wait" screen after attempting PC reset from WinRE

SUMMARY: I have a 2011 Dell Alienware laptop currently running Windows 10 that I am trying to get as updated and cleaned out as possible so I have a spare computer alongside my main one, although with as slow as it is (assumingly due to its age), it's looking more and more like all it'll be useful for is a glorified portable drive for extra storage.
