Stuck on "Getting windows ready" screen, I do not have access to stable wifi

So I know that the screen I'm talking about probably requires the internet to finish, however due to circumstances out of my control, my only internet access is a mobile hotspot. This seems to work for my day to day needs and seemed to be enough to download the update, but not enough to apply it? I've previously left it running while I worked an 8 hour shift, but it's still on the same screen, not even a percentage popped up. I do not have access to plug it into ethernet. How can I roll back the update it's trying to apply to a previous version so I can use my computer again?
