Stuck in restart/freeze loop

So I did a fresh install of windows 11 and my pc consistently freezes and black screen restarts, or I get a blue screen with an error message before it freezes and I’m forced to hard reboot. The only fix I have found is running in safe mode, and even then it crashes sometimes randomly. I have tested the ram with ones that I know function, and have tried many other fixes. Please help because this infinite restarting cycle is driving me crazy.
