Stuck in "repair disk errors...." loop

My HP Laptop got stuck on "repair disk...". I have performed all the suggested fixes but not resolved issue yet. I have encountered two challenges. 1) when performing "bootrec /fixboot" get a "access denied" 2.) when I do the " diskpart" it only read the USB repair disk and not the HHD of the laptop. Please help
