Stuck in Boot up mode after Pc reset

My windows install failed after a full reset on my pc, I had windows 11, and I’m now stuck in boot up mode because the pc is telling me to restart to download windows, but it just keeps popping up again no matter what I try to do. So I can’t access anything on the pc, and I don’t know how I’m gonna be able to get into safe boot mode either
