Stuck in Automatic Repair Mode (Reseting Won't Go Through)

So, I was playing a game on my PC through my external hard drive like I do most nights when I noticed it started lagging more than usual. I decided to close out the game and attempt to restart it but when I relaunched the game I got a white screen followed by a buzzing noise. So, I had to end up forcing a hard reset which isn't out of the ordinary for my PC sometimes when it has issues. So, I go to restart it. It does the usual restart process until it goes to a black screen with the loading circle stuck in a semi-circle. The semi-circle eventually disappears, and now I'm stuck a black screen.
