Stuck at boot up screen and can’t set up Windows 11

I have a Thinkpad T480 and I’m stuck at the Boot menu. I tried to reset the OS and now I’m stuck. I can’t access troubleshoot advanced settings and when I have my bootable flash drive with Windows 11 set up I can’t finish set up because it doesn’t allow me to pick any partition or disk and I can’t delete any of them either. It says error each time. So in summary if try any option from the boot menu the screen just refreshes and if I have flash drive plugged in I can’t finish the Windows 11 Set Up.What can I do? Please help.Only thing I can do is access settings and have Windows 11 Set up open.
