Strange windows problem - Settings, start menu, run as administrator not accessible.

Good day,I'm having a very strange error on my windows, I all of a sudden can't get into my settings and apps that need me to press yes for allowing changes on my computer won't open and the prompt doesn't even show up then I get the error that the app I'm trying to open doesn't exist. My start menu doesn't want to open and my notification area, I've tried ' sfc /scannow, and a couple of other commands and even the windows 11.iso file to run a repair and none have worked.What can I do that I haven't done already? (Really trying to avoid a reset here, too many files that can't be replaced)Many
