Strange Problem I Encountered Last Night

hey,I have a strange issue to report that happened to me last night. The task manager was showing my CPU running below base speed even under load. I also went to check the CPU temperature in various monitoring software. I came to find out all the programs were showing the CPU temp at 64 degrees which was not fluctuating at all. I checked in 3 monitoring programs and they were all showing 64 degrees with no change or fluctuation. I ended up resetting the computer and guess what.
