static startup & reset not helping

hi! i bought a new computer and used it for a month or so just fine, one day i think (it’s been a while) i powered it off after use and powered it back on later and the startup screen starts loading with the windows icon but then suddenly a bunch of static appears, a bunch of lines. eventually the screen will go to a “repair recovery” option and i have tried every button possible on this screen and it’s still not working, i even took out the cmos battery and put it back in as a last desperate hope and nothing. i don’t care about any files getting lost or anything i just want to try and get it
