startup and restart taking too long windows 11

I installed Windows 11 over a week ago after 8 tries; microsoft had to do it by clean install. Nothing but problems since. Now my startup or restart taking 20 minutes. Every tech I speak to does something different for hours but there are always new problems afterward. One tech already took things off startup menu and did disk cleanup. They don't seem to know what to do. Computer is Lenovo and only a couple of years ago and worked fine until Windows 11 and microsoft techs monkeying with it.It is also failing to send a lot of emails or returning them.
