START-UP LOOP(NO LOGO)

Hi so my problem is I have loop at startup the problem is if I want to go the automatic repair page I can't because the loop is about my laptop turns off and on and even the windows logo thing don't show up the only thing that appears is:"PRESS THE ESC KEY FOR STARTUP MENU" And after like 5 seconds it turns off and then again it start by itself i tried everything in the ESC key (EVERYTHING IN SYSTEM DIAGNOSTICS, BOOT DEVICE OPTIONS, SYSTEM RECOVERY, NETWORK BOOT) AND IT KEEP SAYING PRESS THE ESC KEY... AND LOOPI hope there's a fix I don't want to take it anywhere (the charger is plugged in) I
