About a week ago, I went to click on the Start Menu, and it appeared to do nothing. So, I clicked it again, and it flashed on the screen. Not sure what was happening, I went back to my internet browser, and everything seemed to be fine there. So, I clicked the menu again, and still it just pops up, then quickly goes away. So, I clicked the search icon, same thing. Did some searching, and found that it could possibly be the Start Menu needs reinstalling, and/or Cortana. I did what I found, and no change. I also found that it could be my keyboard and/or mouse. I unplugged the usb dongle, plugged in some wired devices, and no change. So, after some more searching, I finally decided just to dump everything and reinstall windows. During the installation, when asked to provide my Microsoft credentials, I am unable to choose the option to put in my info, and instead it goes to "Create a New Account." Again, this is during installation, with the wired keyboard and mouse. I can't get it to allow me to input my account info, so I go to create a new account. When choosing Country, it autoscrolls to the bottom, and does this on all other screens as well. When I'm finally back into Windows, of course with no change. I don't use the Microsoft Store often, but the icon is on the taskbar now. I click it, and it too has the issue. Using Edge, or Word, or playing games works as normal.

Processor AMD FX(tm)-8350 Eight-Core Processor 4.00 GHz
Installed RAM 16.0 GB
ATI Radeon HD 4300/4500 Series
Radeon RX 580 Series
Logitech Keyboard and mouse with USB dongle (removed with no change)
Old wired PS/2 keyboard an mouse
Not sure what other info would be relevant. I have also updated all drivers.
