Start Menu and Others Broken in Profile

I recently had my computer repaired requiring a new OS drive and Windows 10 Pro install. While re-installing other programs at the end I realized my Windows start menu was blank or broken. I tried a non destructive re-install of Windows with an iso install before realizing that it's the profile and not the OS.
