Stand alone sticky notes missing always on top(pin in top) vs One Note sticky note

So I'm running the latest versions of sticky notes and one note on windows 11 and wanted to test the new always on top option/pin in top I noticed the default sticky note app(stand alone app you launch via start) lacks the option but if you create a sticky note via OneNote the option is there. First is this normal to have different options for both? 2nd is there any way for me to launch the OneNote sticky note directly without having to open one note? Thanks* Changed to a question
