Sometimes when I turn on my pc the keyboard or a controller wont work and when I try to restart the pc it gets stuck on the shut down screen

Sometimes when I turn on my pc the keyboard or a controller wont work and when I try to restart the pc it gets stuck on the shut down screen But when I forcefully shut it down by flipping the switch on the power supply or unplugging it and then restarting it things seem to work OK for a little bit and sometimes apps like Settings won’t open and we’ll just get stuck on the gear logo of the app.
