Some software services keep crashing

Hello, I have several software services that once they attempt to connect they fail. Such as java, and steam (so far thats what I found out). I tried reinstalling the softwares, updating OS, drivers, reinstalling OS, running corrupted file scan (sfc /scannow), running apps as administrators, running compatibility mode, yet nothing worked. Services get shut down as soon as they are attempted to start. Steam shows its process on task manager with not a single display yet it did not even install correctly using the steam installer since according to the event viewer and some logs, multiple files
