Some problems with Base Filtering Engine and Firewall

Hi,
I have some problems in Windows 10, so ask you how to fix them.


When we run our program, "LocalServiceNoNetworkFirewall" service starts to work,
so CPU usage spikes and packet loss occurs.

However, other program similar to ours works reliably.


I searched for a similar symptom that BFE use high CPU and I tried to update the Windows 10 again, but it didn't work.


In my opinion, CPU occupancy increases and packet loss problem appear.
Becasue "LocalServiceNoNetworkFirewall" does not work at all when other program is running.

For reference, cpu usage can reach about 20% and we use NDIS 6.x filter drivers.


So, can you kindly clarify me in what situation this service works and why this service start to run?

Also, can anybody point me to an appropriate link for the same.
