Some JPG files not viewable in File Explorer and won't open in Photos (but will open without issue in Lightroom)

I got a new PC with Windows 11. Some JPG files are not viewable in File Explorer and when I click to open in PHOTOS, I get the following error message: "Sorry, Photos can't open this file because the format is currently unsupported, or this file is corrupted." However I have no problem viewing or opening the same files in Lightroom.
