some apps won't start in foreground Windows 11

I have this problem for almost half a year now, at first i just doesn't really concern since it just some app that don't really need much attention. but now that i have time I clean install my windows so maybe to just clear this problem but instead it's not. Usually it's the exe file, example is game launcher, program installer (I have picture of it). It started in background process for sure but not in foreground.
