some applications keep writing obsolate pacfile URL to "Internet Setting"

We have a security product which will enforces a pacfile url in proxy setting of Windows Internet Setting. In past years, customers uninstall it and turned to our new product which will remove the pacfile URL from "Internet Setting" and does nothing to proxy setting. Everything is working well till recent(around 11/9/2019), other application like OneDrive.exe keep writing the old pacfile URL back to "Internet Setting" and then a login dialog popup when customers try to access Internet. The behavior of writing back pacfile URL happens even if we uninstall all of our product, manually remove it from proxy setting of "Internet Setting", rebooting machine.

We also tried to delete any entries including the pacfile URL from registry but this still happened.

We believe this is not related to our product because one of the customers has abandoned all our products long time ago but they still got the same problem.

Could you help find out why this happens?
