Snipping tool

I am having the same issue with the snipping tool that many seem to be having. When I click "new", it turns my screen black most of the time. I have repaired, reset and reinstalled the app. Tried different online 'fixes'. Windows is up to date. I am not willing to spend more time on this. What do you recommend to replace the unusable snipping tool on my HP?Thank you, Gerald B692
