snipping tool

Hi so snipping tool for me when i use it with the short cut or normally, or even any other application like it and go to take a small picture of my screen with the white box. It sometimes stops and just takes a picture of where it starts. I have tried restarting the application and repairing it but it hasn't seem to fixed. In otherwords when taking a photo it some times doesn't let me drag and just stops at a small circle, This is annoying as I would have to use it more than three times for it to work properly. I hope this helps explain my problem as I'm not great at explaining stuff.
