Snipping tool not functioning

The snipping tools aren't functioning.The logo-shift-s keys cause the screen graying, & the little choice window to appear, and allow a rectangle to be drawnNOT - the little snipping tool window doesn't appear from the right,NOT - there's no opportunity to save the imageThe system is up to date, there are no known resource issues, the app has been repaired, resetWhat can be done to fix this?
