SNDS Authorization issue - email is not coming

My server IP is blocked by Microsoft.

Reason: emails are unwanted by users.

I added IP to SNDS and email but email is never received from Microsoft. I cannot continue to authorize my domain.

I contacted Hotmail sender support but they cannot help.

What should I do now ?

- My IP was never ever on spam blacklists
