Small Blue Box follows mouse cursor around in web browsers.

I've noticed that only in chrome and firefox this little blue square follows my mouse cursor around. No new extensions, and Windows Defender isn't finding anything unusual on my PC when I scan it. Any ideas what this is? It seems to sometimes input a mouse click even when I do not press anything, and double left / right clicking scrolls on webpages.. Windows 10 with no touchscreen, if it matters.This is the little blue box in question: and it follows the mouse with about a 1/2 second delay.
