Slow upload fixed in safe mode

I'm running Windows 11Home 22H2 on a Dell XPS8930 with Fios Gigabyte service via Ethernet. Starting two weeks ago my upload speed dropped to 3Mbps based on Speedtests. Verizon suggested a new router but it had no impact. I've found I get full upload speed when booting in Safe Mode. How can I pin down the software causing the problem? Likely culprits?
