slow internet

my internet is 1000 mbps. But when i download stuff its at MAXIMUM 5 mbps. I have ethernet and i have tried literally everything and nothing works, it honestly just makes my internet worse. im tired of having bad internet, how do i fix it (and its been like that ever since i got my pc)
