Skyrim will not launch properly on a certain PC user?

Hi, I am attempting to play Skyrim Anniversary Edition (bought from Steam) on my PC, however, the game will not launch properly on the primary user account. I have already fixed out any software and hardware problems (i.e, drivers, etc) with Bethesda's Support. However, playing the game on an alternate user (same PC), lets me launch and play as usual. Any way to make my main user launch Skyrim correctly? I am the only person who uses this computer. I have also already attempted to put Skyrim on an exception list for Windows Defender, and I have no other antivirus programs currently installed (
