Signing into Windows using Windows Hello Face results in an error message: “Couldn’t turn on the camera. Please sign in with your PIN.”

I’ve set up my sign-in options to use facial recognition to sign into Windows with Windows Hello Face. However, sometimes when I start Windows, I receive the error message, "Couldn't turn on the camera. Please sign in with your PIN." And so, I must sign in using my PIN code instead. Everything seems to be fine with my camera. I’m able to use the camera without problems once I sign in. So how can I avoid this error?
