Significant issues with games on new windows 11 install

I've recently built up a new PC and am running into a weird set of issues most aspects work fine however games seem to be very problematic. I first noticed an issue in Just Cause 3 with the game freezing not crashing but becoming completely unresponsive using alt F4 or other force quit methods doesn't help I need to shut down or sign out to close the app. The next issue is after installing GTA V I get an error code 0xc000012f and I've reinstalled the C++ files multiple times now.
