Sign on pin and Windows Hello stops working. Can you help?

Hello: Our laptop is an HP Envy x360 running Windows 11 Home, (64 bit). At log in, the system is set up to accept a user pin, or fingerprint using Windows Hello. We have a recurring issue with user sign in. The system stops accepting the correct pin, but continues to accept the fingerprint method. Eventually the fingerprint method no longer works, so there is no way to sign on to the system. This happens to other users as well.The end result is that we have to re-install Windows, and start the process all over. The system works fine for a period of time, but eventually the same issue r
