Is there any way to make thumbnails work in OneDrive folders without disabling Files On Demand?

I would like thumbnails for my videos to appear, however the only way I have heard that let's me do this is to disable "Files On Demand" which will download every single file in my OneDrive. The "Videos" folder has "Always keep on this device" checked since I want to keep a local copy of my videos, however I don't want to download my entire OneDrive folder since I don't have enough local storage space for everything in it (one of the reasons I use OneDrive in the first place, I use it as a backup for other things I don't need local copies of).

Is there any other way to make thumbnails appear for always-on-device files without having to download everything?

PS. It's strange that picture thumbnails always show but video thumbnails do not....

Edit: Searching for ".mp4" within the Videos folder will show the thumbnails, but they disappear again when I exit the search back to Videos. This leads me to believe this is a bug with File Explorer/OneDrive.
