Should I shrink this drive

When i was formatting my disk today i saw a paritition, unnamed, only have 578MB, inside contains "$WINRE_BACKUP_PARTITION.MARKER" file of size of 0KB, hidden. (i turned on the show hidden files) The thing is after i named that partition "what" with a B:, in file explorer its showed up ad 128MB free. I was so confused so i ask you guys, if i can shrink it, add it to C: drive because i dont have much spaces left. I didnt format that partition.
