Should I run StartComponentCleanup before Dism?

Is it true that you should not run Dism.exe /online /Cleanup-Image /StartComponentCleanup on a system where corruption has occurred? I've seen many opinions suggesting that you should run StartComponentCleanup before using Dism, so I'm confused and unsure what is correct.DISM uses the component store to decide what's outdated. If the component store is unhealthy, it might lead DISM to decide incorrectly.Is this true?
