Several errors (0xc0000221, 0xc0000098, and others) when trying to install Windows 11 on a new computer

Hi everyone, I recently built a new PC and I'm running into several errors when trying to install Windows 11 for the first time from a CD. When booting from the install disc, I always get errors about 10 seconds after startup, before leaving the BIOS/UEFI splash screen or reaching the installation process. I don't always get the same error. The most common is 0xc0000098 or 0xc0000221, but I sometimes get 0xc0000225, 0xc0000428, or (one time) 0xc0000001.
