setup on bootable USB says I can't run windows 11 even tho I meet the requirments?

Hi,I'm currently on windows 11 pro that is not activated so i wanted to do a fresh install of it before buying a license key because I had some issues after update 23H2.I have downloaded windows 11 media installer on my USB and started the setup that was installed on my bootable USB and then the message popped up that said i can't run windows 11.I'm now really confused because I already am on windows 11 and I meet system requirments for it.I also read that you need to have TPM enabled which I do(status says its ready to use) so I don't know what to do now?
