Settings won’t open

[Windows 11]

I have had issues with my user profile, it would not open the windows start menu, tool search bar and control centre. I had help from an assistant to create a new user profile where those issues were now solved. Since using the new user profile I now cannot launch the settings and Microsoft store app. I have tried force starting, using keys and going through task manager.
