Settings not saving/crashing when I try to modify proxy settings windows 11

I recently upgraded to windows 11 and have had two issues with my proxy settings.1: "Automatically detect settings" is turned off and unable to turn on (If I close settings or click off of proxy settings and re-open it hasn't saved) This same issue also happens with proxy server settings (when I put proxy server info in there and save it doesn't actually save)2: When I click on "Use setup script" and modify anything at all the settings app will freeze then close and nothing will be saved.
