Settings App will not open, how to fix this issue?

I have had my laptop since last October, the settings app has never opened. When I attempt to open the app, it acts as if it will run but then closes and does not give any error. I have tried many solutions but none of them have worked. I have looked at where others have asked this question and followed the advice but nothing came of it. When I type in the command Get-AppXPackage | Foreach {Add-AppxPackage -DisableDevelopmentMode -Register "$($_.InstallLocation)\AppXManifest.xml"} , it says "Deployment failed with HRESULT".
