Setting up a new laptop with an existing account and doesn't recognize my phone or email that is actually tied into my microsoft account

Trying to set up new laptop, I am currently logged onto microsoft on old laptop. It says it doesn't recognize my email address or phone number associated with this account. So I can't finish setting up my laptop because of this
