Setting app priority permanently does not work on Windows 11

I tried to run cmd.exe /c start /High "C:\Windows\system32\notepad.exe" which changed the priority of the notepad app. When I tried it with cmd.exe /c start /High C:\"Program Files\Image-Line\FL Studio 21\FL64.exe" it didn't work. So I tried to change it in registry, I added a DWORD called "CpuPriorityClass" to "Computer\HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Windows NT\CurrentVersion\Image File Execution Options\FL64.exe\PerfOptions" with hex 2, 3 and 4, restarted my laptop every time, still didn't work. Is there some other setting to make this work?
