Services and controller app very high cpu usage

Whenever i start up my laptop (already doing that in clean boots), i open the task manager and in the first 3 minutes all goes well. Until the services and controller app keeps on rising and ends up taking around 80-90% of the cpu, resulting in a total of 100% cpu usage combined with other programs. I also can't type in the start menu, but that's the second issue i want to focus on. When at 100% of the cpu, the laptop is awfully slow. In some cases, it is the system interrups that uses the majority of the cpu, sometimes even 100%. What can i do to get this solved?
