Server 2022 Datacenter Activation Failing

Just attempted to activate this copy of Server 2022 Datacenter and it failed with 0xC004C003 "The activation server determined the specified product key is blocked"I have a COA and this is a brand new install. What can I do to troubleshoot this further?I've attempted to uninstall and reinstall using slmgr, unfortunately /ato fails with the same code.Any ideas? Is there a telephone number I can call to get an unblock code perhaps?
